New Admin Account not saving settings properly

I setup a new account for a friend and set it up as admin.  Many of the system settings will not save for this new user.  I can't save "double click option".  I can't load the cache in backgroundr.  The exec.icon in the bottom bar doesn't appear. The location of the open windows don't save. Worst of all, clicking on folders, both opens the folder and asks what to do with it.  I'm starting to wonder if only one admin is allowed.  I've actually never tried the maintainer setting.

I don't know if it's going to save the settings any better from now on, but I was able to copy over my root user configs and get the basics working.

After copying over my config files, the other admin account seems to be working properly again. I don't think I've created a normal account since before the last bug fix, so I don't know if this will be a problem across all levels of users.

I guess that leads to next question, where does it get its config files when a new user is created.  Then I will just copy my config file(s) there whenever I make a change that I want to be global.
