addressing the extern

Is there any practical differences between the way these two addressing schemes work?

'index.php?theme=USERTHEME&extern=icons/22x22/image.png'

'index.php?theme=' . $_SESSION['usertheme'] . '&extern=icons/22x22/image.png'

I usually just use the top scheme in every situation, but is there occasion where if I didn't use the bottom scheme, it wouldn't work?

(Note to self- Check if maybe this is why some images aren't loading properly in eyeDesigner?)

Usage of those depend of the code language:

PHP: index.php?theme=' . $_SESSION['usertheme'] . '&extern=
JavaScript: index.php?theme=' + USERTHEME + '&extern=
CSS: index.php?theme=USERTHEME&extern=

Aha, that does make sense, as confusing as it can be.  I haven't seen the JavaScript version yet, and I probably use the css version in php code all the time without realizing it.
