New install, blank screen

I'm trying to do a setup on a Debian Jessie system with Apache.  After cloning a copy from github, I browse to the URL and I get the background and a "powered by oneye" message but nothing else.  The directions say there should be an installer, but I don't see anything like that in the repo.  What's the new install process?

The installer is included in the releases archives only. In order to run the latest GitHub sources you might need to adjust the owner and/or permissions for the system directory (recursively).
